Chile

Partner country of LA Referencia that has developed national initiatives to promote the use of open repositories, as well as to advance open access and open science practices in the territory, through instruments funded by ANID and the implementation of the Open Access Policy for Scientific Information and Research Data. It is also a signatory to LA Referencia’s main agreements.

In order to promote the circulation and use of knowledge, based on international open access standards and open science practices, the National Infrastructure for Access to Scientific Information (INA) was established. INA is a public system with national scope, driven by ANID, whose main challenge is to democratize access to and use of scientific knowledge by the CTCi community, civil society, the government, industry, and the general public. It aims to reduce inequality gaps, respond to regional demands, and promote decentralization. Additionally, it faces technological and organizational changes, such as the operation of repositories, the use of information software, data and metadata interoperability, cultural transformation, training of various stakeholders, and the design and implementation of institutional policies.

This model includes the Support Network, which emerges from an agreement between ANID, the CINCEL Corporation, and the country’s public and private universities (CRUCH and CUP) with the aim of strengthening the national access node and fostering a cultural shift toward a new way of accessing, managing, and using publicly funded knowledge—enhancing the role of university libraries in the process. In this way, the research community benefits by achieving greater efficiency in research processes, increasing productivity by avoiding duplication of existing work (data and information), and by promoting intra- and interdisciplinary cooperation with local and global impact, thereby boosting the visibility of its scientific output.

As a result of these efforts, in October 2025 Espacio Ciencia, Chile’s national access node, will come into operation. This service constitutes an open, interconnected infrastructure designed to provide a unified access point to the scientific output hosted in the repositories of participating institutions. It is a collaborative, coordinated, and cooperative initiative that brings together the efforts of the CTCi community to promote access to knowledge.

In practice, Espacio Ciencia ensures that the country’s scientific information and research data are available and can be used by researchers, public institutions, private organizations, and the general public, as the integrated repositories follow Metadata Guidelines and Interoperability Mechanisms. Its service streamlines search, facilitates the creation of new knowledge, and accelerates innovation, strengthening a more collaborative, inclusive, and efficient ecosystem.

Espacio Ciencia is part of a national public system called the National Access Infrastructure (INA), designed to promote the circulation, open access, and reuse of knowledge under international standards, contributing to the consolidation of a more open and connected scientific ecosystem.
